I believe this will be the first K-1 branded KHAOS event. Aside from the amateur events this is pretty much the entry level for K-1 Japan.
Events are quite a bit smaller than even the Krush cards and have somewhat of an underground feel to them. I like to compare them to Dutch, or more commonly, Western small time events. They have a similar dark look and feel, while still maintaining some of the aesthetics of J-kick which is a combination that just works for me.
The tournament consists of young newcomers with only a few fights under their belts, albeit with at this point mostly losing records. I guess this tournament serves as a way to find out which one of these guys has some real potential and on another level kind of feeds in to the a 'bragging rights' rivalry theme between Japanese gyms.

This one's a convoluted concept. Every KHAOS event has an experimental concept but this one combines KHAOS ROYAL (where match ups aren't decided until the day of the fight) and MONEY IN THE KHAOS (where the fight money is winner takes all for the tournament). So its a One night GP where the contestants don't know who they're fighting and they don't get paid unless they win three fights

That's... kind of horrifying

While I like the idea of deciding matchups on the day of the event, 7 fighters going home without getting paid is just incredibly harsh. There should at least be some base participation purse.

KHAOS is basically the K-1 Japan version of fighting for exposure. With the exception of the Kansai vs Kanto cards which featured some really good Krush talent (in retrospect this was them just testing the waters for an Osaka event), usually the guys here are barely a hair above amateurs.
That said, there are breakout stars from the event. Oiwa Shota and Ogura Naoya were on nobody's radar until they had big showings in KHAOS and a certain catfish got one good KO in an event and now we can't be rid of him no matter how many losses he suffers
