Haven't played it yet myself, but it looks so radically different from the SNES and N64 editions.
Are there any similarities other than the characters just being there?

they have a ton of characters. released in DLCs of course. I like the combo system. can seem a bit button mashery but those type of combos don't do much damage. the real good combos can do some real damage though. still have your ultras. there are also super moves you can do like in SF and you can use them in your combos wether ending the combo with it or using it in the middle of one.. graphics and music are pretty good too.

Are the controls somewhat similar to earlier editions or is it basically a completely different game control-wise?

I haven't used every character but some of the controls are different. I pretty much used orchid glacius and some new girl named sadira that is pretty badass.

it makes me want an xbone now though. im so torn. why do I have to love street fighter and love killer instinct. the only one I don't care about is mortal kombat. while a cool game I don't love the franchise.

While I'm a Mortal Kombat fan, I don't like the 'horror' route they're going with all the characters they've added lately with MK 10.
I liked that they went back to their roots of MK I-III with MK 9.
As for Killer Instict it will come to PC soon, but you'll probably need decent specs to be able to run it. Personally I'd go with a PS4 as it has way cooler exclusives (IMO) than Xbox One, but that's only if you're looking to get into current gen stuff.

PS4 and XBOne are relatively new consoles, if you get one this year you'll be current gen for at least a few years.
The only new console that's rumored to come out soon (this year actually) is the new Nintendo NX.

Good thing about PC games is that the old games (on sites like good old games) are not expensive at all and usually the classics are not less fun than the current games. So being too lazy to the whole time buying a new computer (which is usually except for games just not necessary) correlates on top well with that. Though for multiplayer friends are necessary who not give a high eyebrow if you want to play something old .
